Ms Sibelius has said the vaccine program will not begin until mid-October, assuming a safe and effective vaccine has been developed by then. She said first in line for the vaccines would be school-age children, young adults respiratory illnesses, pregnant women, and health workers.
More than 1 million people have been infected by swine flu in the US and 170 have died.
